What Causes A Blistery Rash On The Arms?

Doctor last week I didnt feel too good at all I think it was because I had bad headaches every day for about 5 days I went to bed with one and got up with one.But I have noticed this week-end I have a blisstery kind of rash on both the inside of the middle of my arms. They are quite dry to feel them> I have had shingles about 3 times over the years the last time was about 18 months ago could this be shingles.
