What Causes A Bump On The Penis?

Hi, I have a scarf on the top part of my pennies. Like around the gland but in the fore skin. I thought it was a zippers cut because I only saw the scar. I thought it would go aways fast like any other cut. SO last week it had like two really small little dots in in. Now there are gone but still looks like a lump. Is this a sign of std?
