What Causes A Chronic Rash On Lower Leg?

I have had a chronic rash on lower right leg for some time that started about three years ago. It is on the from the knees to the ankles at time and is particularly worse lately. I get paranoid that it is from bugs or something like that but I'm told thats not the case since it is only on one leg.
