What Causes A Dark Patch On The Leg?

Hi Doc, over the last year I have developed a dark patch on my leg covering most of my shin it's really bad on the left leg and it feels like dead skin I've bought lots of lotions trying to soften up the skin but it doesn't seem to help what do you think it could be?
