What Causes A Dry Spot On The Chin?

I had a really dry spot on my chin about the size of a quarter for about a week, and today I scrubbed the dry spot with a towel to get all the dried skin off and then I put lotion on it. I went to cover it with makeup because it is really red, but the spot did not absorb the makeup. It would like get damp and burn. It leaks a little and is kinda sticky. How do I get rid of it??
