What Causes A Fluid Filled Bump On Skin?

i think it may be a boil but its been there a while and i tryed ointment on it but it has not done anything theres a tiny hole that blood and like watery stuff comes out of but i would like to not have it lanced i hat that stuff can you help dose it sound like a boil
