What Causes A Habit Of Shaking Legs While Sitting?

Hello. My husband has an habit of shaking his legs continuously when he is sitting on chair, while working on laptop, watching movie, talking with people. And it irritates a lot to me. Is there a problem with him? or me who is not able to stay calm or ignore his actions. Please detail. Thanks.
