What Causes A Hard Bump On The Penile Shaft?

HI doc i went to see my general practitioner about a hard bump on my upper penile shaft he said nothing to worry about. it occered about three weeks ago it is a painless sinlge bump rasied above the skin when i stretch the skin it looks white any ideas??
