What Causes A Hard Lump Inside The Foreskin Of Penis?

I have had a small white hard lump inside my foreskin on the underside of my penis for quite a few years. The doc said it was a polip and it would go eventually or stay. Recently another has appeared just above the other one, very similar but over the last few days this one hurts when touched when urinating unlike the other one which has never hurt. This new lump is right on one of my veins (if that makes a difference). Any suggestions?
