What Causes A Huge Swelling Around My Penis?

i have a huge sweling above and to the left of the penis that runs down to the bag, and it don't feel as if the left testical is in the bag, my right one will go uo in that area but comes back down about 2 years ago my left nut swelled the size of a big apple, is there a chance my left testical went up there and swelled up, when it comes time to pee there is no holding it then it won't hardy come out and if i hold to long bad pain sets in below the belly button
