What Causes A Itchy Red Spot On The Lower Legs?

Hi, I have had a small pink raised dot on the back of my lower leg for years, in the last month it has become itchy and spread about an inch in diameter. The spot is still in the centre and is raised and hard. Should I go to the doctor with this or could it be stress related?
