What Causes A Lump In The Breast?

My sister has a lump in her breast. He said that her records show that she has had this lump that is the size of a pee since 2001. he doctor she went to said it's nothing to worry about. If it's cancerous wouldn't it have gotton bigger or spread by now? And should she get a second opinoion to find out what it is???
