What Causes A Mole With Redness Around It On The Arm?

I have this mole under my arm. It's unsual. It's shaped like a rectangle. There is redness around it. It comes out. Like of there is something in it. Yesterday it was poked and it started bleeding. The bump went away. But this morning it came back. Can this be a type of skin cancer?
