What Causes A Prominent Vein Beside The Penis In Circular Shape Post Intercourse?

About a day after sexual intercourse I noticed a vein on the right side of my penis was loose and kind of loops around itself making a ring appearance through the skin. After a few days it seemed to go back to normal but then after masturbating it appeared again. Is this something I need to be concerned about?
