What Causes A Raised Area With Redness On The Back Of The Arm?

I have this raised area or lump on the back of my arm just outside my armpit area. It seemed to have increased in redness after I went to the tanning bed. The redness diappears when I run my finger over it but then reappears. It is a little painful if I push on it. What could this be?
