What Causes A Rash With Tiny Bumps On The Corner Of The Mouth?

I have had a rash with TINY little bumps on the right corner of my mouth extending about halfway to my jawline. They cluster in "lines" or groups like poison oak, but I've realized it won't spread so no go there. Cortizone nor cylic acid gets rid of it but will make it less red/raised. The raised area will not go away. Its flaky when dry. I've done peels and scrubs. WHAT is it?? Not even cold sore cream works
