What Causes A Red Circle On The Inner Thigh?

okay about a week ago i had noticed a red circle on my inner thigh. It itched and almost looked like it could have been a ring-worm. Days later it appeared to look like a rash due to chaffing. It would come and go. Now it is on both sides of my inner thigh due to thighs rubbing together or touching. It itches pretty bad and is rised with a grey pigmentation or color to it. It is also leathery. I also have a few hives on other places on my body which may be irrelevvent to the problem on my inner thighs. It feels and looks weird.
