What Causes A Red Lump On The Penis?

I have had a red lump on my penis for about 5 months now. I can squeeze clear (and sometimes milky white) liquid out of it. There is also a tube under the skin leading to it which is larger than other tubes i can feel and sore, coming from the base of my shaft to the red spot.
