What Causes A Red Mark On Lower Leg?

I have a bruise like mark on my lower left leg just off to the side of center. Its red in color, no pain ever. Also same leg I have brown marks all over like sun damage ( happened when on vacation in 2001) also I have had this mark for must be over a year. I think it might have started when I scratched a scab off long ago. What might it be ?
