What Causes A Red Rash On The Penis Shaft?

hello doc I am a 17 year old male and recently ive notice this like whitish red rash or pimple like thing on the head of my penis not everywhere just the back region of the head of my penis I am still a virgin so I would like to know what it is and if is serious ?
