What Causes A Red Scaly Rash Along With Itching On The Leg?

I had a small place on my leg with red spots like a carpet burn. I thought it was poison oak, but it didn t itch much and it never spread any where else. It has been on my leg for several months. I put some ketaconazole cream on it because I thought it was something else, but it made worse and it itches a little more. Now its red scaly looking, but its not spreading any where else. It still looks poison oak to me.
