What Causes Abnormal Social Behaviour In A Person?

My granddaughter has had behavior issuss her whole life. She is is bully, anger just goes off at
people. Has no friends. Sleeps at lots but is obsessed with working for money. Has had lots of people problems. Driving tickets. Will not take any meds, go to the doctor for birth control, ckechs up. dentist.

Do we put her out on her own. Is there any legal help in state of Virginia
