What Causes Abnormal Sound In The Ears?

I have been dealing with water sound in my ear and some hearing loss with no answers as to what it could be with seeing ENT MD. I have been on prednisone and had my ear injected iwth steroids a week ago with some improvement in hearing and the sound in my ear continues non-stop. I also get some face and tooth pain periodically and all this started after a cold. The dentist cannot find anything wrong either
