What Causes All Over Body Itching When Suffering From Heart Disease?

my 91 year old mother has been itching all over and there is no rash. She has atrial defibulation or congestive heart failure. She is cold all the time. The itching started in the groin area and has progressed from head to toe. We have tried anti itch cream but that only helps for a short while.
