What Causes Allergy-like Sore All Over Body?

My 10 year old niece has sores all over her body.(They look like cigarette burns) She has been to 2 derms. They say it is allergy's. But the creams do not help. They are starting to cover her body and it is effecting her emotionally. Any idea's? I don't think it is allergys and I know its not burns.
