What Causes An Extra Flap Of Skin Around The Anus?

I have what feels like an extra flap of skin around my anus. It does not feel painful just fleshy. However it does become uncomfortable after I got to the toilet and can sometimes bleed. I also suffer from piles but this flap of skin is a lot bigger than the piles and is completely different. I would like to get rid of it as it s pretty embarrassing with my partner
