What Causes An Open Sore And Weeping Pores On The Legs?

My sister is 89 and has very bad circulation and an open sore on her toe that she has been told will never heal. Now water is weeping from the pores on her legs, is this a symptom of the peripheral neuropathy or some other conditon? What is worrying her is that a cousin developed these symptoms only months before her death.
