What Causes Area Below Penis Loose?

hi doctor i m pratik joshi(19 yr. old),india.i have problem is : my problem is the area below penies (the area in which balls reside.) is very loose ,it should be tight.i have seen that all people have tight balls and that below area!!! i masterbated when i was 15 but i fully stopped it 1.5 year before.plz tell me wat is the problem,and are there any thing harmful about it in the future ?
