What Causes Black Dots On The Penis?

I have had a red rash on the head of my penis almost like it was missing skin in areas
the doctor thought it might have been the clap.I was tested for that and goneria and my results came back good. The doctor gave me a a cream that I put on twice a day.the redness is going away but it looks like little black dots are forming....
What could this be?
