What Causes Black Mark On My Back With Long Hairs Growing On It?

hello sir i want to know that i have the black mark on my back covering near half of the portion now and is similar to the birth marks but its not from childhood in my case.the growth of long hairs in also on it .what kind of treatment can be taken to cure it.
