What Causes Black Spots On Thighs And Legs?

I am a light skinned black teenager and on my legs there's like tiny black dots on my thy/legs and I have no idea how they got there, I don't have any acne on my face, shoulders, back, stomach, etc. is this a serious condition? Or is it something that will wear off?
