What Causes Bleeding From Urethra During Menstruation?

hi i had an emergency c-section in 2009 and the doctor accidentally cut my bladder and repaired it right after. healing was not too bad but then since after this happened to me, every time i get my cycle i also get menstrual blood from my urethra. do you know why this is happening?
