What Causes Blister On Foot And Ankle Swelling?

my friend had a blister on the side of his foot about a month ago. Since then, the blister popped and went away. Now, in the same spot, he has what looks like a bruise and his foot and ankle are swelling and it hurts him to walk. What could this be?? Just an infection or worse?
