What Causes Blister On Hand And Feet?

Since the last 2-3 weeks my mom has had like red blister/sore like spots all over her hands and feet, It didn't hurt before but today she says its stinging!, we dont have a doctor since we are new to the country so Help!! More and more keeps appearing!
