What Causes Blisters On Lower Leg?

My mom has blisters on her lower right leg only they started as pumps and she s not diabetic could it be poor circulation? if so are there any at home remedies? ok I see to get an answer is a fee thanks but no thanks were going to see doc tomorrow be blessed.
