What Causes Blisters On Penis?

hello my boyfriend got a 2 blisters on his penis and i didnt notice until i was giving him oral sex and cut one. they still havent gone away he put neospone and only got worse cause his penis foreskin got dry. now he has a rash everywhere even on his balls. Are his symptoms in anyway a STD?
