What Causes Blisters On The Leg And Swelling?

I am a caregiver for a 92 year old woman the seems to have Edema in her lower legs between the knee and ankle. The one leg is more swollen and she bumped it getting out of bed this morning and that caused it to leak clear fluid which has been leaking off and on all day. Her legs look like large water blisters.
