What Causes Blistery Rash On Both The Forearms?

My husband has a blistery rash on both his forearms. It first looked like infetigo (not sure of the spelling) so he started washing it ith anti-bacterial soap and using neosporin. It is not getting better and now I've noticed that after the blisters are washed and if the patch dries it turns white. ???
