What Causes Blood Filled Blister On Groin Of A Diabetic?

Hello doctor, my mother has diabetes and has a what looks like an ulcer in the groin area she says it has a bad smell and there was some blood. She is complaining of pain and itch. What can i do to help her, is there any over the counter ointments that i can get for her? Thank you
