What Causes Blood From Penis After Coughing?

My father has been coughing for several days. He is currently on antibiotics for this. A few minutes ago, he coughed and blood came out of his penis, splattering the front of his underwear. He said he felt something "pop" when he coughed. Should he go to the doctor?
