What Causes Blood In Phlegm When Suffering From Severe Cough?

I have been having a cough without sore throat, without fever, without headache, the phlegm, though, from the cough has spots of blood, and my right ear feels like something is inside. Is this serious or will just pass? my email is YYYY@YYYY
