What Causes Blood In Urine And Painful Urination?

Hello i have a question, when i urinate i pee for like 2 seconds its maybe a teaspoon of pee, and after wards i get this painful pressure feels like I'm trying to push out a child. and today i wiped blood out, I'm not on my period I'm not sure what is wrong can you help me? Is it a bladder infection?
