What Causes Blood In Urine With White Spots And Pain In Penis?

My partner is 29 and has the following symptoms: blood in his urine, white spots under his foreskin and an extremely painful tip of his penis. I had a water infection last week, could this have caused it? Please could you help us to understand what this might be?
