What Causes Blood In Urine?

When my husband urinates he sees red specks in the toilet bow (I see them as an orange brown) when they are scooped out of the bowl into a jar the urine becomes cloudy. When he has the urine tests at the labs all they report is that it is cloudy. The doctor does not believe him.
