What Causes Blood Like Spots On Penis Tip?

Hi there. My name is Daniel and I am 21 years of age. A couple days ago. I had just noticed around near the tip of my penis this sort of small "blood-like" spot area. It feels a bit like a scab so maybe i had pulled my skin back too far/too fast on some occassion. And this blood-like spot looks like its under the skin. Hope you can help me with this query.
