What Causes Blood Vessel Under Eye And Lump Under Foot Of Child?

My 3 month old has developed a noticeable dark blood vessel on the outside corner and a little under each eye (on the skin, not in the eye) over the last few months. She also has a small soft lump on the bottom of her right foot which disappears when I press on it (although it does come back when I stop pressing) and it appears to cause her no discomfort. Should either of these things worry me?
