What Causes Blotches Above Penis Shaft?

I am a 23 year old white male and above my penile shaft and the surrounding area, my skin is discolored in a blotchy way. It concerns me and is embarrassing. There is no pain or irritation at all, just a discoloration. I usually shave my pubic area fully, could it be from that? Why is it like that?
