What Causes Blotches On Base Area Of Penis After Intercourse?

i had sex yesterday and i noticed today their are about 6 rash like blotches on the base area of my penis with kind of like small cuts? they sometimes itch and are very tender? i'm freaking out?what is it? when we had sex we used lube so is it possible i'm allergic to it?
