What Causes Blotchy And Bluish Hands Along With Withered Fingers?

My husband suddenly noted a change in the appearance of his hands today. His fingers look withered with no skin turgor and there is a line down the center of the fingers on the flexor surfaces. They look blotchy, bluish and blanch with flexion. He was also having some tingling and numbness which seemed consistent with carpal tunnel syndrome. But the visual changes are strange. He has normal and equal BP in both arms, with palpable ulnar and radial pulses bilaterally.
