What Causes Blotchy Bumpy Rash On Feet?

my daughter 3 had a heart cath yesterday and following the procedure she became flush on her face, arms, and legs. they sent her home because she did not have a fever, but then today she has a blotchy bumpy rash on her feet, back, hands, and face could this be a allergic reation to the anesthesia?
